The views expressed here represent those of the author, not Milford School District or UNH. <\/em> <\/p>\n        <p>\n          <a href=\"https:\/\/apnews.com\/article\/new-hampshire-school-choice-education-freedom-income-626aebf99a0b9816f1c9c3568a515e47\">On Feb. 8<\/a>, the New Hampshire House advanced HB 1665, a bill that would raise the income threshold for families receiving education vouchers from 350% of the poverty level to 500% of the poverty level. Advocates for school vouchers <a href=\"https:\/\/newhampshirebulletin.com\/2024\/02\/08\/house-passes-education-freedom-accounts-expansion-bill-sends-it-to-senate\/\">argue<\/a> that diverting public funds to individual families creates \u201cthe best form of accountability,\u201d and they <a href=\"https:\/\/apnews.com\/article\/new-hampshire-school-choice-education-freedom-income-626aebf99a0b9816f1c9c3568a515e47\">argue<\/a> that vouchers provide a means for marginalized children to receive an education that best fits their needs. When speaking about the bill, Republican State Representative Glenn Cordelli <a href=\"https:\/\/apnews.com\/article\/new-hampshire-school-choice-education-freedom-income-626aebf99a0b9816f1c9c3568a515e47\">stated<\/a>, \u201cWe are going to support all New Hampshire kids getting the best education.\u201d <\/p>\n        <p>This bill, its 2021 predecessor, and the <a href=\"https:\/\/www.wmur.com\/article\/ruling-new-hampshire-school-funding-112023\/45897478\">recent<\/a> Superior Court ruling that found New Hampshire\u2019s legislature has failed its Constitutional obligation to provide \u201cbase adequacy\u201d in education should prompt all citizens in our state to question how our elected officials define \u201cthe best education,\u201d what should be included in an \u201cadequate education,\u201d and in this context, how do school vouchers support these goals? <\/p>\n        <p>We often look at students\u2019 academic achievement when judging an education policy\u2019s value. In this regard, the ineffectiveness of vouchers in supporting the goal of \u201cbase adequacy\u201d is clear. In a 2018 study, the <a href=\"https:\/\/www.americanprogress.org\/article\/highly-negative-impacts-vouchers\/\">Center for American Progress<\/a> estimated that students receiving vouchers miss out on the equivalent of \u201cmore than one-third of a year of classroom learning.\u201d The conservative <a href=\"https:\/\/www.nytimes.com\/2017\/02\/23\/upshot\/dismal-results-from-vouchers-surprise-researchers-as-devos-era-begins.html\">Fordham Institute<\/a> found, \u201cStudents who use vouchers to attend private schools have fared worse academically compared to their closely matched peers attending public schools.\u201d <a href=\"https:\/\/time.com\/6272666\/school-voucher-programs-hurt-students\/\">Studies<\/a> conducted in Washington, D.C., Indiana, Louisiana, and Ohio have all found that school vouchers hurt student achievement. In short, voucher laws in other states have not improved academic outcomes for students, and we would be foolish to expect a different result here in New Hampshire. A policy that hurts students\u2019 academic achievement certainly does not provide \u201cthe best education.\u201d <\/p>\n        <p>While students\u2019 academic achievement is important, we should also look at how school vouchers affect our communities at large. Here, we should consider the role our public schools play in building our communities and preparing our children for citizenship in our republic. Great Americans throughout our history, from founding fathers <a href=\"https:\/\/docsouth.unc.edu\/southlit\/jefferson\/jefferson.html\">Thomas Jefferson<\/a> and <a href=\"https:\/\/www.ushistory.org\/franklin\/autobiography\/\">Benjamin Franklin<\/a>, to 19th century reformer <a href=\"https:\/\/voicesofdemocracy.umd.edu\/horace-mann-the-necessity-of-education-in-a-republican-government-speech-text\/\">Horace Mann<\/a>, to 20th century philosopher <a href=\"https:\/\/nsee.memberclicks.net\/assets\/docs\/KnowledgeCenter\/BuildingExpEduc\/BooksReports\/10.%20democracy%20and%20education%20by%20dewey.pdf\">John Dewey<\/a>, have articulated the vital role public schools play in supporting our democracy. They recognized the divisions that threaten to tear our nation apart and they promoted a system of common school education that acts as a vehicle for building community, bringing together diverse voices, building common values, and allowing children to learn the civil discourse skills necessary for citizenship in our democracy.<\/p>\n        <p>School vouchers, in contrast, promote a segregated society \u2014 allowing parents to isolate their children away from more diverse communities, and leaving our children less practiced in the citizenship skills mentioned above. <a href=\"https:\/\/eric.ed.gov\/?id=ED586319\">In fact<\/a>, the first school vouchers in America, so-called \u201cfreedom of choice plans\u201d were handed out in the years following the 1954 Supreme Court ruling in Brown v. Board of Education. States like Virginia and Alabama enacted voucher schemes so that white families could pull their children out of desegregated schools. I am not saying New Hampshire\u2019s current law is designed with the same intention, and I do not mean to imply that, but this law is no less dangerous when it comes to dividing our society and leaving our children without the common school experience our founders desired.<\/p>\n        <p>Without a doubt, New Hampshire\u2019s public schools have failed many students, but the values that serve as the foundation for our public school system are sound. Instead of looking to dissect and defund the institution that serves as the backbone of our democracy, we should be looking to make our schools better so they can serve the needs of all students.<\/p>\n        <p>The challenge of meeting the needs of all students is not met with plans that segregate society, and <a href=\"https:\/\/www.sentinelsource.com\/news\/local\/nh-house-backs-expansion-of-school-voucher-system\/article_51e96b46-4956-5849-a32b-2b3b59121b78.html\">siphon<\/a> $24 million away from public schools. The challenge of providing \u201cthe best education\u201d to all students is not met with plans that <a href=\"https:\/\/www.sentinelsource.com\/news\/local\/nh-house-backs-expansion-of-school-voucher-system\/article_51e96b46-4956-5849-a32b-2b3b59121b78.html\">lack accountability<\/a> and strip local communities of the power to decide the school curriculum and control how education funds are spent. Rather, these problems are met with policy that identifies inequalities in the system and devises solutions that satisfy all members of our communities through democratic means. New Hampshire\u2019s \u201ceducation freedom accounts\u201d fail to provide our children with \u201cthe best education,\u201d they don\u2019t even provide an adequate education, and they are downright bad for our democracy.<\/p>","protected":false},"excerpt":{"rendered":"<p>Jeff Frenkiewich teaches U.S. history and government at Milford Middle School.
