The lawsuit Doug McNutt supports in his Sunday My Turn (2/18) is just another example of folks who have lost a political battle in the New Hampshire legislature turning to the courts to get their way.

Mr. McNutt was there in the late 1990s when the legislature first placed limits on the number of nursing-home-eligible folks who could participate in the Choices for Independence program. If those and other limits are no longer appropriate, the place to change them is the legislature, not the courts.
